More crime prevention measures could be installed at White Flat Oval in future.
Rough sleepers have been moved from the site, with the grandstand fenced off for maintenance works.
Users of the oval reported anti-social behaviour from homeless residents, including allegations of verbal abuse.
Mayor of Ballarat, Des Hudson, says as they go forward, the levels of lighting and CCTV at the site could be increased.
“Just to be able to put in some extra crime prevention measures through environmental design might just make sure that the facility is able to be in the best possible condition for all users of the grounds as we go forward,” he said.
