Smarter Parking Begins Today

Well...its all over! Free parking in Ballarat's CBD has come to an end and the smarter parking plan comes into play today.

Here's what you need to know.

The new parking meters will be a mix of credit card and coin, with the added ability to pay via the CellOPark smartphone app.

What changes can I expect?

  • You will pay only for the time you actually park for
  • You will get one hour free, per vehicle, per day
  • There are no more paper tickets
  • No more having to go back to your car – you can top up at any meter
  • The phone app is free to download, simply search your app store for CellOPark
  • You don't need to have a smartphone. You can still pay with coins or card
  • You can park anywhere in the CBD, and move between carparks, within the time period you have paid for

How will the new meters work?

The new meters will be switched on from Monday 3 February, with all motorists receiving their first hour of parking free per day. 

To use the meters:

  • Enter your registration number at the first meter you find
  • If you are going to be less than an hour, you won't have to pay. But you must still enter your registration into the meter
  • If you are going to be more than an hour, pay for the time you plan to park. You will only be charged after your first hour of free parking
  • Either way you can move your car between different carparks 

Note: You will no longer need to put a ticket on your car.

If you don't have coins or a credit card, you ca pay for parking with the CellOPark app.

Why do I still need to enter my registration when I won’t be parked for more than an hour?

This is simply so we know when you arrived. Unless we know when your free hour started, we won’t know when it ends. If you don’t register with either a meter or a smartphone app you are liable for a parking fine.

If I move from one park to another do I need to re-enter my registration?

No, all meters are connected so you do not need to re-enter this information.

How does the app work?

  1. Search the app store on your smartphone for the CellOPark app and download it.
  2. You then simply need to add your car's registration number in the app.
  3. The app will know your location when you park, so you simply press “start”once you've parked and stop just before you leave the park.

Note: If you don’t end your session with the free* version of the app, you may be charged for parking time after you have left. Alerts are an option via the premium CellOPark app, which is $1.99 per month.

I don’t have a smartphone?

It doesn’t matter if you don’t have a smartphone – you can still use the coin and credit card operated meters instead.

How does moving a car work once the first free hour is up? 

  • There are no longer any time restrictions within the CBD, so you can move between these carparks as many times as you like. 
  • If you are going to be less than an hour, you won't have to pay. But you must still enter your registration into the meter (or your app)
  • If you are going to be more than an hour, pay for the time you plan to park. You will only be charged after your first hour of free parking

Remember you only get one hour of free parking every day.

What will happen with disabled parking?

Disabled parking will remain exactly the same as it currently operates, with permits still to be displayed on dashboards. Blue permit holders will be able to park all day for free, green permit holders will get double the time they pay for.

How much is it to park?

The first hour of parking is free and then it will be $3 an hour after that.

If you park in on-street carparks from 9am until 5.30pm, it will cost a maximum of $22.50. However you can choose to park in an off-street carpark for $6.50 per day.
