Justin Drew was 12 years old - and a big fan of trains and engines - when he was asked to volunteer on 'Puffing Billy' in Melbourne's outer east.
But things turned sour when he was attacked multiple times by railway enthusiast and convicted paedophile Robert Whitehead.
The 48-year-old is now suing the State Government, the Puffing Billy Preservation Society and the Emerald Tourist Railway Board.
In 1959 Whitehead was convicted of abducting and molesting an 11-year-old boy. In 1960 he was re-hired by Victorian Railways, 10-days after being released from jail.
Justin believes victims of Whitehead - who died months into his sentence - number "in the dozens".
His legal team at Le Grand Margalit Lawyers also say members of management at the Belgrave-Emerald tourist attraction were aware of Whitehead's behaviour.
