Ballarat residents will find out today what's in the state budget for the region.

Treasurer Tim Pallas is talking up a surplus and election promises to be paid as he prepares to hand down the budget this afternoon.

The government's already announced some funding for Ballarat, with close to $12 million to be spent on sport in the area.

Mars Stadium is primed to receive $6.6 million for upgrades, including permanent bathrooms, and an additional $5.2 for the Ballarat Sports and Events Centre.

There will be extra funding for the Eureka Sports Precinct in the budget as well, which will include a strength and conditioning centre for athletes, and outdoor basketball courts.

The State Government will also provide the first installment of its promised $2.5 million for lights at Lake Wendouree and Victoria Park in today's budget.

It's understood there will be substantial funding for regional roads in Victoria in the budget as well, with Minister for Roads Jaala Pulford in Ballarat today to make the announcement ahead of the delivery of the budget this afternoon.
