Virus restrictions have officially eased in Ballarat with restaurants, pubs and cafes preparing to welcome their first diners this morning or later today.
Beauty services and tattoo parlous can reopen, while outdoor auctions and community sport are also resuming.
Groups of up to 10 are allowed to gather outdoors in regional Victoria, while five visitors are allowed at homes.
In related news, Melbourne residents in Ballarat caught without a valid reason face tough new fines, as the roadblock at Hopetoun Park near Bacchus Marsh on the Western Freeway is tightened up.
Those caught attempting to leave can now be slapped with an on-the-spot fine of almost $5000.
Deputy Police Commissioner Rick Nugent says police will be everywhere to protect Ballarat and Regional Victoria from a third wave of the virus.
