30 cats and kittens have been seized in Ballarat after a major investigation by the RSPCA.
Two properties were raided suspected of illegal kitten rearing and selling.
The conditions described as unsanitary abd many allegedly had no access to water.

The investigation involves two persons of interest who have previously been prosecuted by the RSPCA for similar offending.
